An Act is the highest instrument in this section: it is passed by the Provincial Assembly, and everything else the university writes must sit within it. The Madhesh Agricultural University Act, 2079 was certified on 14 Baishakh 2079 and published in the Madhesh Province Gazette (Volume 6, Jankpurdham, Supplement 2(ka)) as Act No. 1 of 2079, replacing the Province Agricultural University Ordinance, 2078.
It runs to ten chapters and forty-six sections. It establishes the university with its main office at Rajbiraj in Saptari as an autonomous, perpetual and corporate body; it lists the university's functions; it constitutes the University Assembly, the Executive Council, the Academic Council, the faculties, the Vidya Parishad, the colleges and the research and farm centres; it defines every office from the Chancellor down; and it settles the fund, the accounts, the audit, free education for the students the province owes it to, and intellectual property.
