How a rule is to be applied in practice — the working documents each office operates from.
The step between a regulation and a desk.
A regulation states an obligation; a guideline explains how to meet it. Guidelines set out procedure — the form to use, the order of steps, who signs at each stage, how long it should take and what a complete file looks like. They are issued by the office that carries the function, within the limits of the regulation above them.
Because they describe procedure rather than principle, guidelines change more often than the regulations above them. The version in force is the one most recently published.

Getting the text
Guidelines are published by the issuing office through the notice board. If a guideline you need is not there, ask the office that carries the function — it will tell you which version is in force.
