A workshop that is not written up did not happen.
The university holds workshops, seminars and review meetings through the year — on a season's results, a crop, a policy question, a research priority. Proceedings are the record of them: the papers presented, the abstracts, the discussion that followed and the recommendations the meeting agreed on.
They matter beyond the room: a recommendation from a review workshop is often what a research programme or an extension campaign is built on the following season, and the proceedings are where anyone can check what was actually agreed and by whom.

Discussion and participants
Who took part, and what the discussion turned on.
Agreed recommendations
What the meeting concluded — often the basis of the next season's programme.
Published proceedings
Proceedings are published on the notice board after the meeting, together with the call for papers and the programme that preceded it.
