University Assembly
The supreme body of the university, chaired by the Pro-Chancellor — policy, plan, budget and regulations are settled here.
Everything else in the university reports upward to this room.
Section 8 of the Madhesh Agricultural University Act, 2079 constitutes the University Assembly as the supreme body of the university. It is chaired by the Pro-Chancellor, the Vice-Chancellor is its member-secretary, and the Registrar sits on it. Its other members bring in the people the university answers to: the province ministries of education, finance, agriculture and forests, the Province Policy Commission, the Mayor of Rajbiraj, and the directly elected provincial assembly member for the constituency the university sits in.
Beside them sit members the Pro-Chancellor nominates on the Vice-Chancellor's recommendation for a four-year term: a farmers' representative, two Deans, two Principals, three eminent scholars of agriculture including at least one woman, two agricultural entrepreneurs or traders including at least one woman, two presidents of campus free student unions, and one donor. A nominated member who stops holding the position they were nominated in ceases to be a member.
The Assembly ordinarily meets twice a year, with a special meeting whenever one is needed. Half of the total membership is a quorum, and the agenda must reach every member at least fifteen days before the meeting. Its decisions are certified by the chair and the member-secretary, and the Vice-Chancellor keeps the record and sends a copy of each decision to the Chancellor.

- 11Endorses or directs the recommendations and decisions of the Academic Council
