Executive Council
The executive body of the university — it prepares the budget, the regulations and the posts for the Assembly, and carries out what the Assembly decides.
A small body, and the one that has to make the decisions work.
Section 13 of the Act constitutes the Executive Council as the executive body of the university, and keeps it deliberately small: the Vice-Chancellor as chair, one Dean, two teachers of the university nominated with at least one woman among them, and the Registrar as member-secretary. The two nominations are made by the Pro-Chancellor on the Vice-Chancellor's recommendation and run for three years.
Its work runs in both directions. Upward, it prepares the annual programme, the budget, the progress report, the audit report and the draft regulations, and puts them before the University Assembly for approval — the Assembly approves them, not this council. Downward, it implements the Assembly's decisions: it operates and protects the university's property, accepts grants and assistance, enters agreements, leases and contracts, fixes student fees, arranges scholarships, sets the staff positions, and appoints and promotes teachers and staff on the recommendation of the Appointment Committee.
Decisions of a meeting are certified by the chair and the member-secretary, which is why the minutes sit in the Registrar's office. The council settles its own meeting procedure.
