The Human Resources Section works under the Office of the Registrar and handles the working life of everyone the university employs — from the vacancy notice that opens a post to the record that closes it. It runs recruitment and appointment, maintains the personal file and service record of each employee, and processes promotion, transfer, leave and retirement under the university's service regulations.
The route an appointment takes is fixed by the Act, and this section administers it rather than decides it. Posts exist only where the University Assembly has approved the establishment; the written examination for any post filled by open or internal competition is conducted by the Province Public Service Commission; the Appointment Committee under section 15 — the Vice-Chancellor as chair, a member of the Province Public Service Commission, and an eminent professor — recommends on the strength of that examination; and the Executive Council appoints and promotes on that recommendation.
The Act also fixes what the recommendation must weigh: academic capacity and experience for a teacher, administrative competence and experience for a member of staff. Vacancy announcements are published on the university's notice board, so an applicant reads the same notice as everyone else.

What the section handles
- 01Preparing the annual staffing requirement against approved posts and putting it to the Executive Council through the Registrar.
- 02Publishing vacancy announcements and receiving and scrutinising applications.
- 03Servicing the Appointment Committee, and coordinating with the Province Public Service Commission on the written examination.
- 04Arranging practical tests and interviews, and completing the remaining steps of recruitment after the recommendation.
- 05Issuing appointment, confirmation, promotion, transfer and retirement letters.
- 06Maintaining personal files, service books, seniority lists and the staff database.
- 07Recording attendance and leave, and certifying service periods for pay and pension.
- 08Passing payroll inputs — appointments, increments, leave without pay and deductions — to the Account Section.
- 09Handling staff grievances, disciplinary records and departmental proceedings under the service regulations.
