The deck outlives the session.
A training course runs for two days and is gone; the slides that carried it can be used again by the technician who attended, the teacher who has to cover the same ground, or the officer running the course in the next district. The university publishes them for that reason rather than as a record.
What is published here is the material shown at training courses, seminars, workshops and review meetings, along with teaching material the departments choose to make public. A deck carries the date and the occasion it was presented at, because a recommendation shown two seasons ago may since have been revised.
